Sarva Shiksha Abhiyan: Annual Work Plan & Budget for 2007-08 of Mizoram
Initiatives undertaken by the State for implementation of Sarva Shiksha Abhiyan (SSA):-
- As per Child survey conducted in February, 2007, the no. of out of school children is 4,913. The higher number of out of school children in the age of 11-14 years is due to absence of Class-VIII in 205 habitations.
- The State has fulfilled all the commitments made to PAB for 2006-07.
- 75.52% of Civil Works (2006-07) were completed and another 24.48% are still on going works to be completed latest by June 2007.
- Mizoram SSA official website has become functional and can be accessed at http://mz.ssa.nic.in.
- Hard Spots under Computer Aided Learning (CAL) were identified in collaboration with Mizoram Middle School Teachers’ Association and educational CDs have been prepared in 4 selected subjects.
- New Rules on establishment and management of private schools transfer and posting of teachers etc. have been framed.
- Management personnel in the field of civil works, accounts, pedagogy and Integrated Education for Disabled Children (IED) have been properly oriented to handle emerging challenges and responsibilities.
- Proper convergence at State, District, Block and Village levels has been established with Mid-Day Meal (MDM) Schemes, total sanitation campaign, ICDS, Clean Mizoram society, Health Department, Social Welfare, PHE, etc.
- Policy focus has been appropriately re-oriented with a shift from quantity to quality and relevant education for preparing students for Secondary Education.
- Clear cut job assignment with relevant rules among Directorate, SSA Mission, State Council of Educational Research & Training (SCERT), District Institute of Education & Training (DIET), etc. have been defined to avoid parallel interference at various levels.
The PAB approved the Annual Work Plan & Budget (AWP&B) of Mizoram for 2007-08 as under:
a). SSA: An outlay of Rs. 4776.65 lakh as fresh outlay. No spill over amount was approved for 2007-08.
b). National Programme for Education of Girls at Elementary Level (NPEGEL): An outlay of Rs. 7.20 lakh as recurring grant.
c). Kasturba Gandhi Balika Vidyalaya (KGBV): An outlay of Rs. 19.05 lakh as recurring grant.
d). Thus the total outlay approved for SSA, NPEGEL and KGBV for 2007-08 is Rs. 4802.90 lakh.
For the 8 North-Eastern States, the fund sharing pattern between Centre and States during the 11th Plan shall be 90:10 under the programme with the Centre’s share resourced from the 10% earmarked funds for the NE Region in the SSA’s Central Budget.
